Many employees resist HRP as they think that it increases the cost of man power such as more facilities and benefits including training and development. Trade unions and employees also resist HRP as it increases the work load of employees and HRP aims at controlling the employees though productivity maximization.
Uncertainties such as technological change, marketing conditions make the HRP less reliable.
Inadequacies of information system:
Reliable data and information about the economy, trends in human resources, industries, and labor market are not easily available and there are inadequacies of information system.
